The two outputs
What are LCA and EPD?
A life cycle assessment, or LCA, evaluates potential environmental impacts associated with a product system. Depending on its purpose and boundary, it may cover raw material extraction, manufacturing, distribution, use and end-of-life treatment. ISO 14040 establishes the principles and framework; ISO 14044 covers goal and scope definition, life-cycle inventory analysis, impact assessment, interpretation, reporting and critical review.
An LCA may examine several environmental impact categories. These can include climate change, acidification, eutrophication, resource use, ozone depletion and water-related impacts. The categories and assessment method must be appropriate to the intended use and any applicable programme rules.
An Environmental Product Declaration, or EPD, presents quantified environmental information in a standardised format. ISO 14025:2026 establishes the current principles and requirements for EPD programmes and their declarations. An EPD is based on an LCA prepared according to an applicable Product Category Rule, or PCR, which defines the declared unit, system boundary, datasets, indicators and reporting format for products within a category. Construction-product EPDs may also apply ISO 21930, EN 15804 or other programme and market requirements.

How LCA and EPD work together
The LCA is the analytical foundation; the EPD is the standardised communication output. An organisation can commission an LCA for internal product improvement without publishing an EPD. When a registered EPD is required, the LCA and declaration must follow the selected programme's rules and normally undergo independent third-party verification.
An EPD does not automatically mean that a product performs better than alternatives. It communicates calculated environmental information under defined rules. Comparison is only appropriate when declarations use compatible PCRs, units, boundaries, methods and underlying assumptions.

Scout360 does not independently verify, register or issue the EPD it prepares. Verification must be undertaken by an approved independent verifier, and publication remains subject to the programme operator's requirements.
What triggers the work
When might an LCA or EPD be required?
There is no universal deadline requiring every Malaysian product to have an LCA or EPD. The need normally arises from a defined procurement, customer or market requirement.
Tenders and construction projects
Developers, designers and contractors may request EPDs when evaluating construction materials, project embodied carbon or green-building requirements. The requested programme, PCR, geographical scope and validity conditions should be confirmed before starting the study.
Customer and export-market requirements
Customers may request multi-impact environmental data or a registered EPD as part of supplier qualification. Exporters should confirm whether the declaration must follow a particular programme, language, standard or regional construction-product rule.
Emerging EU product requirements
The EU Ecodesign for Sustainable Products Regulation provides a framework for introducing product-specific ecodesign and information requirements. Its 2025–2030 working plan identifies priority product groups, but implementation occurs through individual product measures rather than one common EPD deadline. The revised EU Construction Products Regulation introduces life-cycle environmental-performance requirements progressively through harmonised technical specifications.
Internal product development
An LCA may be used without publishing an EPD when management needs to identify environmental hotspots, compare design alternatives or evaluate changes in materials, energy, yield, packaging or end-of-life assumptions.
Manufacturers should identify the measures and implementation dates applicable to their own product family rather than assuming that a general EPD deadline applies.

Procurement may require standardised product information
Corporate sustainability statements and general environmental claims do not provide the product-specific indicators requested in an EPD. A declaration translates a defined LCA into a recognised format suitable for specified procurement processes.
Published results must follow defined rules
An EPD must align with the selected PCR and programme instructions. Defining those requirements after modelling has begun can lead to missing data, boundary changes and avoidable rework.

Only need product carbon emissions?
If the requirement is limited to greenhouse gas emissions per product unit, a Product Carbon Footprint may be more proportionate than a multi-impact LCA or registered EPD.

Frequently asked questions.
Not in the usual sense. An EPD reports quantified environmental information under defined rules. It does not by itself certify that the product meets an environmental performance threshold or is preferable to another product.
Not every internal LCA requires external review. Review requirements depend on the intended use, applicable standards and whether comparative assertions will be disclosed publicly. A published EPD normally requires programme-approved independent verification.
Possibly. Product grouping, representative-product and worst-case approaches depend on the applicable PCR and programme rules. The permitted approach must be confirmed before data collection and modelling.
They may be used where appropriate local data are unavailable, but geographical and technological relevance must be assessed and documented. Malaysia-specific sources such as MYLCID should be considered where suitable data are available.
Validity periods and updating requirements depend on the programme and applicable rules. Significant changes to the product, manufacturing process or underlying data may require the declaration to be revised before its stated expiry.
